In the US, the CIA ramped up its offensive biological warfare program three days after the Armed Forces defensive biological warfare and pandemic response committee was dismissed in 28 of November, 2003. There is currently an investigation of how the CIA manipulated Congress for this biological warfare event. Senator Rand Paul is the head of this investigation.
