I see a BI android app is available. I want to use it on both my phone and a tablet. Do I need to purchase this for each, or can one purchased copy be used on both - at the same time?

Also, is there a good/better alternative for this android app?

As with every other Android app as long as you use the same Google account you pay once.... There is no better app... Ensure you are buying the official lap by perspective software for $10..
