It's come up a few times about BI and h.265. I took a browse over to the BI website and saw this little tidbit on the update page. The 4.5.1.5 update (3/1/17):
  • H.265 camera support including direct-to-disc and MP4 export

There is a thread or two discussing this...some have had some issues..also note that hardware acceleration is not supported for h.265

Also note that you will never get intel hd based hardware acceleration unless you have skylake or higher....try h.265 and see if it works for you.

yep, not officially in the budget, but I am looking at building a new PC. :)
