HD Acceleration Not Working with Skylake i3 (Intel HD530) With Latest Drivers on Win7

Can't find the cameras when I turn on HD Accel (h264). I'm running BI 4.4.3.3 as a service with a brand new Gigabyte GA-H110M-A mobo and Intel i3-6100 CPU (Intel HD Graphics 530), on Win7 Ultimate-64. I've upgraded to the latest Intel HD Graphics drivers (20.19.15.4501). Any suggestions as to what I can try next?

Works fine if I don't run it as a service.

Can't do it with Windows 7 and service... upgrade to 10

You can still upgrade to 10 for free..
