WTB WTB: PTZ IP camera

I want to buy a decent PoE PTZ IP camera for less than $1,000 (preferably a LOT less!).

For outdoor use.
2MP+
Good low light performance.
Optical zoom.
I prefer a USA version camera but will consider a camera that has English menus.

This is my first IP camera system so this is a learning process.

Hikvision 4220 has 20x optical and 2MP and the 5220 has the same with IR. 4220 is < $500 and 5220 is $750 at 123securityproducts.com. They sell only WR (English) Hikvision products. I've purchased 12 cameras from them (including the 4220) and a 7716 NVR.

I'm going to be purchasing some high speed ptz's. Can you post some day & night video.
 
In a few months I'm gonna be buying 7 of his ptz cameras for a project hopefully or ho with more fixed cameras. Still not sure which I want :)
