So in this case, they towed it and dropped it where the tow truck knew it was illegally parked and therefore would be towed again. That way they could collect a second tow fee.

We live fairly close to Philly and avoid it like the plague. The beginnings of our Nation happened there and now it's a third world hell hole of murder, collapsing old buildings, car jackings, hit and runs all made worse by never ending lock downs for the CCP Virus as their taxes go even higher.
