What is Horizontal Resolution?

I am looking at cameras on AE and they have option for either 380tvl or 480tvl, is this 2.8mm and 4mm?

Its meaningless, its just a way to select the lens size because ali does not have a choice for 2.8mm or 4mm...the product description needs to tell you which one to select for the proper lens size to be shipped.

Their database blows and they are forced to use predefined tvl labels to identify mm lens sizes.
