I've reset network, computer, etc. Everything works great (as usual) but accessing BI via windows browser has stopped working as of about 2 weeks ago. No big deal but I like that interface. Any advice woudl be helpful - Ernie
That is a public IP address, which is assigned to your router. You can't access that address from your home network unless your router has hairpin NAT enabled (this often isn't a visible option, so it either works or it doesn't).
Try the local address of your BI server. If you don't know it, you can find it in Blue Iris Options > Web server. It would also help if you reserved that IP address for your BI server in the router, so the address will not change.
