My best bang for buck camera is DAHUA 4MP POE IPC-HFW4431R-Z OEM 2.7-12mm 4X VARIFOCAL MOTORIZED
But I want to avoid the cpu time of having may cameras motion detector decoded, and the motion detector will give false readings when there as a sudden sun burst change.
Hence after something with inbuilt pir function. Can any one make a suggestion.
Its not essential but Low light would be nice, as the garage has lots of tools, and making it bright with external lights makes things easier to steal.
Im assuming inbuilt pir works with blue iris and or node red

the 4431 is china region crap.
you are making a huge assumption that built in pir will work with BI, it varies by camera. Almost none have this function in outdoor cams. There are some threads on the lorex/dahua active deterrence cameras that have pir, but i dont believe anyone has confirmed it works with blue iris and they are not going to do well in low light.
Another option is to integrate zwave sensors with blue iris ...there are threads on this. The benefit is you will be able to place the pir sensor in the optimal location which is often not the same as the cameras location.
