Does BI 4 provide a setting for the length of video recording once a camera is triggered? I would like the recording to continue for a determined amount of time once a camera is triggered.

yes, break time in the trigger tab....remember this as well as many other settings are profile specific so if using more than one profile you can adjust independently.
