I have a nice PC I want to use as an NVR instead of buying a box. I have downloaded the ONVIF device manager. Will this program allow me to also remotely view on a mobile device on a separate network, as long as the camera is comparable with ONVIF right?

Onvif device manager is not a recording tool. You need pc VMS software. Look at blue iris. http://blueirissoftware.com/
What are the specs of your pc and cameras?
