Is there a way to customize the the "user" access level a little more. Specifically take away the ability to delete or manipulate clips all together. Basically I want the user to be able to view only from the web interface.

Have you looked in BI's built-in "Help" file (the big ? at upper left) to learn how you can edit the "users" privileges ?
Remove "Admin" privilege, for one.
