Use Wild Iris to monitor internet webcam

Not the right software to do this. It's Blue Iris BTW. You could do this with html pretty easily though if the Copyright symbol at the top allows it. Just set this as the background image. There are thousands of tutorials on the net.

Explain more in depth of what you want to do, is this your camera?

To load such an image in Blue Iris would be irresponsible unless configured to an exceptionally low frame rate, like 1 frame per minute or 1 frame per 5 minutes. Because Blue Iris is always streaming the video non-stop whether someone is watching or not.

This all assuming that it is being loaded over the internet, and is not your camera or internet connection.
