Traffic camera on ebay

Hi All. I have been eyeing the following camera on ebay. It's sold for 49.99 + shipping. Does anybody know how to make the camera work if I end up buying it? Will a DVR be required? The new thing to me is it requires fiber optic cable. I understand it's for cities, not homes. But I guess I am getting in the hobby. Will this camera work for private property surveillance?
