This is an unedited image from a relatively inexpensive 8MP IPC-T2831-ZS S2 which is currently being used as an overview to get a baseline sense of daily human behavior at a temporary location.
IT was not intended to provide LPR, but plates are easily identifiable during the day, and I was pleasantly surprised to easily be able to capture plates overnight.
Admittedly, vehicular traffic moves through this area at less the 10 MPH. The car is still moving in this image.
This is essentially a dark location. There is one floodlight close to the far end of the scene and a couple of motion activate LED lights high on the left.

Speed and location (proximity to vehicle) certain impact the ability to read plates, along with shutter speed.

What settings are you running? Auto/default or did you manually set a shutter speed?

Shutter is manually set at 1/250
About 30 feet from camera to plate.

Yeah at that mph speed, 1/250 shutter can do it. That is awesome you have enough light to run 1/250 as an overview!

I am running the 2MP version of that camera (so even cheaper than this one) and can get plates as well.
