Separate username and password for each camera

Hello all.

I am looking for a way in BI to allow access to FOSCAM IP cameras separately
with a unique username and password for each. The application is a pet spa where
each customer will be able to monitor their pet from a remote device, PC, iphone, etc.

Welcome to the forum. You can set up a separate user name for each customer. Then put each camera in its own camera group. Then in blue iris options >users for each user, limit them to their camera group....
As an aside, if you did purchase the cameras yet, there are way better options than foscam.

I have separate user names with passwords each in its own group.
When I get to the BI login screen and enter the credentials for a user
I can see all the cameras in the matrix. What could be wrong?

Also, is there a way to start a second instance of the webserver for
a group of cameras that do not need a password? It appears that
authentication is global and can only be on or off for all cameras.

Are you certain you selected limit camera groups and selected only 1 group for each user?
Yes authentication is global but you can just generate a simple username like guest and give it out freely...just limit the camera groups to the ones you want folks to see....
