SD3E405DB-GNY-A-PV1 zoomed in Grain issue

Hello to all, a 1st post for me around here although I've read many of yours.
Current issue: SD3E405DB-GNY-A-PV1 is a 5x optical zoom mini PTZ and when zoomed in fully and stationary, people are grainy, although the overall image looks fine to anyone.

Current settings seeking recommendations for day and night, mainly day:

Sunny South Florida, camera is mounted on front of house about 8-10ft high, North Facing, Sun rises from the East

Encode is at h.265, I have tried h.264 and h.264H and both for whatever reason appeared worse in this case, possibly due to other settings which I'm not certain.

Frame rate: 25
I-frame: 25
Bit rate: 10250

Image settings:
Brightness: 48
Contrast: 53
Saturation: 32 (figure its oversaturated so this was Lowered
Chroma Gain Suppression: 50
Sharpness: 50
Sharpness Suppression: 50
Gamma: 53

Exposure: Manual
Shutter: 8ms
Gain: 6
2D NR: 32
3D NR: 45

Backlight: WDR: 40

WB: Outdoor

Focus & Zoom:
Digital Zoom: Off
Focus Mode: Semi Auto
Near Focus Limit: 2m
Sensitivity: Low
PFA: On

My current thought is that it must be on the Image settings and the Exposure settings, especially 2D & 3D NR, however when lowered this issue is worse

Any good suggestions or is it just a crap camera that I'm trying to squeeze clarity out of?
 
No way to tell without a video sample.

Generally speaking, you'll get better video and less problems with h.264.h (<highest quality )
Also generally speaking you don't want to use WDR at night it indices blur

Daytime should be easy, with generally VERY different exposure settings and DNR than nighttime
