PTZ Dome Camera for under 200 €?

Can anybody recommened me a PTZ Dome Camera which cost max 200 € ? I prefer Dahua or Hikvision if possible cause I have some runnning in my system already which makes the setup a bit easier.

Requierements:
  • PTZ
  • IR- Lights
  • POE
  • if possible: mic, black color
 
And in case I want to zoom into a part of the picture, what is better? 2MP with a optical zoom oder 8MP and digital zoom in? I think the optical one is better...but is the difference to the digital zoom that big?

What else is the advantage to have 8MP? Mostly the monitor to watch that videos have FHD.
