PTZ Controls For "Pan/Tilt" Camera with "Digital Zoom"?

I am not sure what functionality should be expected for a Tapo C520WS camera:
Box labels it as "Pan/Tilt" camera (not PTZ); the specs indicate it has 12x Digital Zoom.

I find the PTZ controls can pan and tilt, but the PTZ controls for zooming do NOT work: shouldn't the PTZ zoom controls in Blue Iris do digital zoom?
(I am using this mostly from UI3 interface in a browser.)
 
Everything I find on it says it’s a fixed 3.8 mm lens.. no optical zoom.

It may have digital zoom as most cameras do, but it typically sucks and pixelates the image badly. Digital zoom is manual not automatic typically

For the price I was not expecting much, but am still curious if BI PTZ controls should do zoom or not on a digital-only zoom camera!?
EDIT: for now, all I can do on my browser to zoom in is to expand via pinch zoom on touchpad, but the PTZ zoom control would be nice!
 
The PTZ features are for optical zoom, not digital zoom.

Digital zoom is with mouse wheel or pinch zoom.

When it comes to working with digital zoom in Bi or NVR you would need a camera that works like a ptz to start with. Like Amcrest 841, 941 and 1051. They act like a ptz even able to save preset with zoomed. Those cameras are fixed lens that uses software zoom aka digital zoom. What made them great is access to the setting for a preset. Before running out to find one. V3 no longer supports zoom so don't buy a v3 if you want zoom to work. Outside of that normally digital zoom is live or play back feature. 16x is kind of a joke because anything over 4x becomes unuseful.

Now some PTZ with real Optical zoom that offers digital can add both and even live value over the normal value. Like a few 25x or 27, 37x if I enable digital zoom it will show value over normal zoom but as before after extra 4x zoom quality is bad and picture would look like oil painting lol
