Although as a licensed radio amateur I have a good grasp of electronics video cameras are not something I have had much dealings with, so excuse the dumb questions please!

I want a very high quality daylight image over ethernet of dog kennels and a large aviary from a camera about 30 feet away mounted on a very rigid pole that also supports a 3.2 meter satellite dish, so it's rock solid!. The camera needs to be what seems to be called remote PZT as the kennels and aviary are spread apart.

I DO NOT need nor want to record 24 hours a day, but PC recording of short (under 20 minute snippets, done manually) are required to my Win 10 PC. files n MP4 format would be most useful

I do not want or need to view footage over the internet on my phone

Can I buy say a used Hikvision PZT camera, hook up to my hard wired ethernet, and view and control the camera from indoors on my PC? What's required to do this, software wise? If a used camera has a password set do all manufacturers allow a user to wipe it and install a fresh one?

Thanks, I Googled but thought that joining a specialist forum would be wise as there's so much (often well intentioned) misinformation on the `net. Camera budget is under £400

All the best for Christmas and for a healthy and prosperous New Year.

Welcome
There are others here with more extensive install experience, but yes you should be able to do what you want with a PTZ camera

Not familiar with HiKs implementation (very similar Im sure) but with Dahua you would connect via Ethernet the PTZ to a PoE switch on your network, and use a program called SmartPSS on your PC to Live view/ Control/ and Record live. If you install an SD card you would have limited onboard storage to be able to playback and download previously recorded footage from it.

$400 will be tight for a new "good" PTZ but there are a few in that range

Sounds like you will need a camera with built-in SD disk storage capability and then access it via the PC.

You could also record to VLC which saves by default to MP4.
On main stream, a 2MP camera (1920 x 1080) @ 15 FPS the file size is this: 1 min. = 30 MB, 1 hr. = 1.8 GB, 24 hrs = 44 GB.
On sub stream of 640 x 480 resolution @ 15 FPS: 1 min. = 8 MB, 1 hr. = 480 MB, 24 hrs = 12 GB.
