Playback stutter on DS-7732NI-I4

I'm running 25 2CDT87G2-L on a 32ch nvr.
I'm experiencing stuttering during playback
While I am using ubiquiti wireless as p2p, there is no transmission issues nor is there any drops in bandwidth.
My question is what can I do to remove the stutter?
Also if I install memory cards on the camera will that make sure I get a better playback experience?
Both nvr and cameras are up to date.

Model of NVR?
Does that NVR have the bandwidth for 25 each 4K/8MP cameras?
Have you tried Ethernet instead of wireless to insure it's not that?

How many HDD's and have you made recording set to group or quota? What is codec you use?

Imagine 25 x 8MP recording to HDD in same time you want to read it as well.

I'd imagine HDD is bottlenecking entire system and making it slow
