Optimum Settings for high Performance CPU

I see guides for saving cpu power. Are there any guides out there for a powerful processor (i9 13900k), plenty of memory (128gb), etc... to maximize performance (not trying to save CPU processing)? Would a video card help?

I've used BlueIris for at least a decade and setup many systems for people. I'm setting up Remote Management for the first time and found that the performance (across the LAN) is boggy/not smooth. I didn't expect this going across the LAN. Are there configurations i can use for high performance?
 
Another interesting piece of the puzzle, through RDP the connection performs much better, noticeably less bog, maybe none.
