OpenALPR for windows?

Just out of curiosity, why is there not an open source and free Windows version of OpenALPR or any license plate reading software? Im guessing due to huge amount of work involved? Any particular reason OpenALPR is designed for Linux?

its designed for linux because thats what us free open source developers use; duh.
