That's funny. I saw one of those on a car here the other day. Remember it now but wasn't curious enough to look to see what it actually was for at the time. I'm on the other side of the country from you. They must have some kind of marketing push going on.

I believe the signs are for vehicles like ride shares. It's a way for the driver to make some extra money by having the signs on the vehicle.
