Multi Poe to single NVR

I have an ongoing project
3 floors
Each floor has 8 cams
I am trying to have 8 poe switch in each floors and bring all poe switch to a single NVR, how it is possible, can I connect all 3 switches to a 4 port modem and connect to the NVR ?

Connect the switches on each floor to a final switch and connect the NVR to that final switch and then connect to the WAN/LAN port of the NVR.

Do not run the cameras thru a router.

Assign unique static IP addresses to all the cameras in the same subnet as the NVR's LAN.
