Minor config issue

Every time I restart BI one camera opens in desktop frame. Sometime it sits below the main window, so I thought it was missing.
I have BI settings set to Full-Window selected camera. Setting to 1-up selected camera does not make any difference.
What setting is causing this? I tried a bunch, but nothing helps.

Right click on the framed camera, uncheck "Open in desktop frame".

Right click on the framed camera, uncheck "Open in desktop frame".

That is how I get it back into the desktop program. However, when I close the program and restart it, it goes right back to the desktop frame. It does not "remember". Seems like a bug to me.
