is it possible to reduce quality of streaming or even display only sequential (1 frame per sec) when viewing a stream or clip on mobile data to save bandwidth??

I believe Blue Iris's streaming options will let you reduce the bit rate in Blue Iris Options > Web Server tab. Near the bottom you can configure the 3 encoder profiles. I do not know which, if any of these, is actually used for the android app though so you might have to do some experimenting with them.

The mobile app allows you to chose any of the 3 encoding profiles, in fact, you can set different profiles for lan or wan...this way when you can choose the appropriate bitrate for your bandwidth situation...
