Low quality video of moving objects

Hi guys,

May I please ask your opinion on what may be the root cause of such a poor images my camera captured recently?

Static or slightly moving objects (like leaves on the tree and the grass) seems to be just fine but the moving person is quite blurry.
It was evening but definitely not night.
The pictures were taken from BI5 from a web interface (server sourced so should be of a max quality).

The camera is HiLook IPC-T261H-MU with the settings as per the screenshot.
I understand this is NOT the best camera in the world :) but for 16M bitrate I expected it to be much better that this.
Can it be settings problem or it is just it is - a crappy camera? May installing a good IR projector help?

6MP on a 1/2.8" sensor needs plenty of light which translates to slowing the shutter and hence, motion blur.
I see it's 1823 hrs; what time is sunset "in the land down under"?
 
That is a shutter speed issue.

That camera may or may not let you adjust it and it may or may not comply with the number you put in.

Try like 1/120s if it lets you adjust it.
