Looking to view Smoother video in BI 4

Hello, I have noticed my BI4 clips are looking rather jerky on playback. What can I tune to get a Smoother video in BI 4 playback both locally and over the internet?

I have 8 cams running at 15fps at 2mp on a core I7. 4590 dell 9020 pc.

What is the cpu usage during playback? what drive are you recording to?
 
CPU is LOW 18-20% all cams Direct to Disk. I have a 500GB C: partition with BI4 and a 3TB D: partition for BI Clips storage. HD is a new WD Purple 4TB Drive.
 
The Jerkiness I am seeing is always from watching the clips remotely using the BI webserver jpegpull.htm or UI2.htm page. Is there any tuning of the web server that can help out???
PS. Viewing the BI Mobile app always looks good!

Ok, that is a completely different issue..there is nothing that I am aware the could be done other than using the activex plugin or mobile app.
