Saw this camera on ebay for just under 200. Has anyone used it / does it work with hikvision LPR software?

I don't know. I don't use their software. The IPC-HFW5231E-Z12E is a much better camera than the no-name junk you found on ebay.

Hikvision and Dahua both make some cameras with ANPR built into the camera but they're expensive, >$400 / cam iirc.

OpenALPR is a popular choice here.

Have you used that camera for license plate reading, specifically at night?

I have the original Z12 (not the extended epoE version, but effectively the same camera) and it works well, - as long as you can implement the Day/Night shift focus script to correct the problem it has.
