I'd say it is due to poor policing.
Facial recognition is a useful tool but only a tool.
A number of years ago, a young girl went missing, and was later found murdered, in my neighbourhood. They wanted males in the area to consent to DNA testing. I refused as all they would have had to do was call my boss. My job absolutely required my presence and it would have been impossible for me to have murdered her.
