I was having a problem with my IPC-HDW5231RP-Z. When I'd reboot the camera the frame rate would revert to 30 fps from 15. After reboot the fps still showed 15 on the web client but the camera was running at 30 fps. After a bit of testing I found I had introduced the problem when I installed the NTSC firmware version on my PAL camera. Once the video standard of the firmware matched (PAL in my case) the camera the problem was corrected.
** Update ** After additional testing it was determined not to be a firmware problem. I missed a delete browser cache step in my testing which caused me to erroneously classify this as a firmware error. I guess the take-away here is to make sure you properly delete browser cache when changing firmware or you can end up with unpredictable results when you make changes to your camera settings.
