Are the cameras that utilize this sensor not using the full 3096x2080 resolution due to limitations of the SOC?

For example the S500 variants seem to top out at only 2592*1944. If it would have been paired with a better SOC, would this camera have achieved the 3096x2080? The Hi3516A appears to have an encoding limit of 5MP. Curious if any cams exist that use the IMX178 with a SOC not limited to 5MP.

Also, there is a Dahua camera that utilizes this sensor, the G2S-500. Anyone test the G2S-500 under low light conditions yet? Also curious what the lowest price is for this cam.
