What can be the problem ?

Can you give us some settings from the camera? Maybe too much noise reduction?

Could be not enough bandwidth? For example, the max bandwidth setting may be too low or the network connection the video is being sent over is insufficient? My rationale is that when an image 'breaks up' in the middle of the day, generally it's not an imaging issue but a compression / bandwidth one.

i am trying to change the max bitrate to 6000 Kbs and the image quality to 4 ...

Drop the frame and bit rates down. 15fps and 4096 will give a decent image for home security.

@bickford I notice, looking at your config screenshot, you had the quality setting set to 6, for best. Try lowering to its default of 4. In our testing, increasing quality settings generally does not make a visible improvement but can significantly increase bandwidth consumption.

What are you streaming the video to? A NVR or BI? Where did you get the snapshot showing the video problem from?

My experience is that its an indication of a bandwidth choke point as @john-ipvm mentioned
