Can you throw a gopro on an extension pole, and get a good walk around?
Can you also provide any background on the camera appearance, or odd neighbours, why you think it's actually a 'live' camera, and not a decoy to mess with you etc etc?

Looks like an old, cheap analog bullet cam from 2014....something that either is dead or they don't care to put it out there in the fork of a tree, getting your attention and under your skin possibly.
I'd shine it on and chalk it up to moronic neighbors.
