This is not so uncommon between Agency's, Where I live we have local, Sheriff's and State patrols and I know they are very territorial, The local guys (TOWN) cops do not like the State and County Guys paroling their areas.

That seems to be the general rule with police agencies, at least until something really serious goes down then it's all hands on deck from every agency.
The story goes these two officers know one another and have bad blood. What I find interesting is they are in the same State.
Normally you would expect to see some rivalry between interstates. The reality is the whole concept of serve & protect is negated for profit over people!
In this specific instance the police officer was doing his duty to serve & protect. As the driver per the officer was swerving in and out of traffic at a high rate of speed.
The driver clearly notes he’s on some kind of anxiety drug and it’s wearing off. The police officer even though pushing the envelope of being rude is correct in stating the driver should be carrying said drugs or not be driving at all!
Almost every State allows another police force to pursue a person while in hot pursuit. If not, everyone would simply haul ass into the next county, city, perish to avoid being ticked / arrested.
Regardless, some of the best WTF video’s are those that show case federal agencies trying to do something highly illegal or well outside of their purview / jurisdiction!
I suppose depending upon where you live some may support being randomly stopped and asked a dozen questions of who you are and if you’re a citizen. The whole concept of freedom to come and go as you please in your own country is a distant memory for some!

Well in Uvalde the Incident Commander was "negotiating" on the phone with the bad guy, begging him to talk the whole time. He had no time for such trivial things as ending a life threatening, life taking, situation. The cell phone was far more important than actually commanding response to the incident.
I’ll be honest I purposely didn’t track what was happening in this mass attack. As it seems every year there’s another one just like this.
All of the body camera videos clearly show a whole bunch of toy soldiers pretending to be cops!
In one report it’s stated a sharp shooter had the killer in sight. Per their force protection rules and regulations the sniper doesn’t need to ask for permission or guidance. So this imbecile lost a opportunity to save a dozen lives.
Other videos clearly show these incompetent chicken shits with every bullet proof guard and shield. Everyone’s carrying a AR-15 or better rifle.
Not a single toy soldier advanced to protect the lives of the people they swore their oath to!

The jurisdictional pissing matches you have in the United States are insanity. Here in Australia, each State and the Northern Territory have their own Police forces. The ACT and smaller territories are looked after by the Australian Federal Police. The local Police are the State Police no matter where you live. Where border issues arise they are solved by swearing in the Police on both sides of the border as Special Constables in the adjacent state/territory. Multi Billion Dollar budgets, standardised training, salary, specialist support, and you/the officers don't have to worry that half your local Police will get the sack because of an economic downturn.
