How to move Blue Iris to a new PC?

If you are not on most recent version, download from the BI console your current version executable or else you will go into evaluation mode when you load up the latest if your maintenance has expired.
Get a copy of your code out of BI.
De-register/deactivate your current BI license.
Many here would suggest building BI from scratch, but you should also make an export of your BI file just in case.
Then load it up on the new computer.

PC cloning / backup software is 1 option where you can just clone your existing machine to the ewn hardware. Has to be an App that supports hardware independent installation though as you can't clone to new hardare using Apps that don't. You also need to want to back up your pc's anyway, otherwise it works out a very expensive purchase for just moving machines. a good example that works is Arcserve Shadow Protect but expect around $99 for a 1yr licence (you can use it beyond the 1 yr period, I've had mine over 10 yrs on my main pc, but you lose access to technical support once the licence expires). I'm looking to get a licence for a 2nd pc so I clone the BI pc.

Alternatively you could upgrade to a new version for the cost of a support contract!

I went to the Blue Iris Updates page and found the update files but not the one I am looking for. I will try to use one before the expiry date expired. Will report back if successful. Thank you.
