How is file size for video clips determined?

Hello,

Blue Iris creates video clips that are 30 to 45 minutes long (depending whether it is day or night). Each clip is about 4 gb in size. My sole camera is a Reolink 4 megapixel camera and I am recording at the highest resolution, with a FPS of 30, and a bit rate of 6144 kbps.

Just wondering how blus iris is determining the clip/file size and whether I have any control over it?
