how i can configure the iframe?

the 1 on i frame interval was the last test, i tried 25 or other number without any change

the substream is heavier than the mainstream

Make bitrate constant. Don't have minimum bitrate max be lower than the bitrate.

Turn off H264+

See if that gives you access to the interval frame
