The law in my state says "At four-way stops, it is first come, first go. But if one or more vehicles arrive simultaneously, then the right of way must be yielded to the vehicle on the right." Technically the PT Cruiser got stopped at the intersection before the white SUV stopped, but it was so close that it would likely be considered by law that both vehicles arrived at the same time. So the white SUV had the right of way. However, the driver failed to pay attention and rammed into the guy, which could have been avoided. The SUV backed up and seemed to drive quickly. Was it a hit and run?
