I will be setting up thermal camera with additional PTZ camera. When thermal camera detects increase in temperature on specific zone PTZ camera rotates to that location.

I was thinking to set presets on PTZ camera and when temperature goes over max limit on a specific zone PTZ uses preset to rotate to "alarm zone". For example on thermal camera I have 4 zones A, B, C and D. Now PTZ camera has 4 presets for each zone. When temperature starts to rise in zone B, PTZ uses preset 2 to record that zone.

Is that doable using only browser app or/and recorder or do I have to do it using I/O alarm?

I don't know if that is going to be possible. It certainly is not possible with my cheap FLIR TCX thermal camera. It doesn't have any kind of manual calibration or temperature reporting features, and it dynamically changes image contrast so that you can't even figure out things like "this shade of gray means 25°" because throughout a day the meaning of a particular pixel shade will change. The specs for the Hikvision do seem to suggest you get temperature alerts, which I guess isn't too big a surprise with that camera being 10x the price. What I can't guess is whether or not you'll be able to trigger PTZ presets with it unless you write custom software to do it.

Also, thermal cameras usually have an extremely narrow field of view so you may find that one isn't enough to watch all you wanted. Might I ask what you are watching for temperature changes? It may be more reasonable to use traditional (relatively inexpensive) temperature probes.
