Hikvision DS-2DE3304W-DE and BlueIris PTZ not working

As there is another thread already on this subject, I didn't want to steal the thread with, and since I haven't seen a solution, I figured I'd start a thread for this.

I can view the camera feed without any issues, DHCP is enabled, IP address works, settings look good PTZ IS enabled in both the camera and BI.

BlueIris Version 4.6.9
Hikvision Version: V5.5.3 build 171214

I've tried ports 80, and 8000 in the PTZ/Control tab
I've tried Hikvision/Abus, ONVIF (OXML) in the PTZ/Control tab (I'm testing some others)

I did find that using the Hikvision DS-2DE220I-AE option in BlueIris does get it so the PTZ does work, but the response time is horrible with BlueIris. However, the controls are accurate. I can use the BlueIris controls and watch the iVMS-4200 view change immediately. But it's a good 5-10 second lag for the image to update with BI. It's a start at least.

The camera is currently on a workbench switch which is connected to the primary switch which the BlueIris server and other cameras are currently connected to. So there is an additional hop, all gigabit connections.
