I was at a premises today and watching some cctv whilst waiting to speak to somebody. When one of the cameras picked up motion of say a moving vehicle, it would follow the vehicle around as far as possible.

It got me wondering whether BI would do this. Anybody assist, please?

BI does not do motion tracking. Most motion tracking is ineffective and simply a gimmick.
