Fixed Email Issue? - NVR Firmware V3.4.21 On USA FTP Site

Just found this. I've previously successfully updated my DS-7604NI-E1/4P to V3.4.6 Multi-Language so do I surmise correctly that my NVR can't downgrade to this firmware? I'm also assuming that going from Multi-Language to EN is a no-go as well? Does anyone know the story with this version and when this supposed fix might make it out to later versions?
