Any recommendations for export settings? I tried MP4 mainstream, 100% quality rate control 1024 limit bitrate came to about 2mb but very pixelated. If i left bitrate unchecked the file was 90MB. Substream with everything left defaults was 55MB

Assuming that your desired outcome is a smaller file size for a MP4 video. If that is the case, then one solution is to export from BI a normal MP4 file size at your full bitrate settings.
Found that using a free program called "Shutter Encoder" works very well to retain quality and also reduce the overall file size. For a 51 meg 33 second file to a final size of 10 megs with little loss of quality as an example.
The settings that provide a nice file size reduction are to set (on right side - bitrates adjustment) to CBR from VBR and Video Bitrate and Maximun to both 2000 from the default setting of auto. On the left side under Choose function be sure to select H264 to mp4. Change the bitrate to fit your needs.
