Does BI show correct frame-rates?

I say that because I see different values in different places

for example, just now under Camera properties > General I see BI is recoding at 10fps

I export one bvr movie, that is supposed to be 10fps, as an AVI no re-encoding
attachment.php

by logic this movie must be 10fps but ...

when I play it I read 30fps

BI is now taking the frame rate provided from most cameras and not what is set in the camera properties > video tab (since version 4.0.9 I think). You can see what BI is receiving from the camera by going to the BI Stats > Cameras tab.

I checked just now
Camera properties > Video = > Image format > Frame rate; 30fps (as showed by the Foscam client)
Camera properties > General = 10fps
Status > Cameras = 10fps

so, I'm strongly suspect no one of the 4 (i.e. included the Foscam client) shows real frame-rates, and I wasn't able so far to find a benchmark software that gives this value in a reliable manner
but may be somebody knows such a tool ...
