CPU usage divider tab question

Can someone please explain what the cpu usage divider tab does. I have not been able to find anything in the BI help section.

I would like this explained also

The default is 1 but with a Quad core processor and hyper threading you have 8.
So would 4 or 8 be a better setting?

does nothing...used for specific situations when cpu is incorrect...does not affect actual cpu..
