Why was a Japanese torpedo found after the war near the golden gate bridge?

Given the massive size and the construction of those mini islands that support the towers I seriously doubt that even two torpedo's, with 1000lb conventional warheads, would have done any significant damage, Torpedo's are designed to penetrate steel, not solid rock/concrete that's a hundred feet, or more, thick.
