What is recommended for a camera which needs to be mounted on the second story of the house that has a good enough motion sensor to detect motion on the ground level with POE.

The house is all brick/stone, so the ability to mount the camera is not a great option.
 
At that height all you'll see is the tops of heads no matter what camera you use. Cameras need to be no higher than seven and a half feet to be effective at identifying anyone.

FWIW, one can use an impact masonry bit to drill the mortar joint as needed to install un-terminated cable (3/8") and/or expanding screw anchors (1/4") should you decide to mount the cam on a matching junction box at the optimum height as recommended by @sebastiantombs . The junction box protects the cam's pigtail from the weather.

Or mount the box with just the two 1/4" anchors in the mortar joint and run conduit on the outside of the brick to the box for the CAT-5e/6 cable. Conduit clamps can also be anchored in the mortar joints.

Lastly, I've installed outdoor-rated / UV-rated CAT-5e cable along mortar joints and secured with UV-rated clamps screwed into 1/4" plastic expanding anchors, painted cable to blend into mortar joint. On a horizontal cable, the clamp's anchor is placed in a vertical joint so the cable can remain in line with the joint. Also available in white.
