Camera picture disfigration and discoloration

Ok, I added an 11th Amrest iP3M-954EB 3 meg camera today. They were on sale at Wal-Mart for 83.00. I couldn't pass that price up. Anyway, I got it install but the top half of the video is discolored and disfigured when viewing in Blue Iris. I log in with Amcrest software video is fine. I have the frame rate set to 20, Frame Interval set to 20 (the lowest) and bit rate set to 4096 on the camera setup menu. In Blue Iris the frame rate is set to 20 FPS.
Any idea's as to what I need to change in Blue Iris to get a clear video?

OK, after playing with the Blue Iris software for a couple hours I finally got the picture to clear up. I now have a crystal clear picture! Under camera properties, Video tab, under Image format, I clicked no hardware decoding. I am running the camera in the house to make sure it is now working correctly before installing it outside. Any suggestions? Will this work?
